The European Union encourages  the sharing of best practices, procedures, rules and principles that can be observed and combined with technical, organizational, political, social and communication skills.
Best practices  are mechanisms that combine and mix the ideal motivations of people with their best ability. People need to have skills and know how and to combine  them with collective interests.

Best practices is not a copyrighted product, but a trademark of efficacy: an open source instrumentation available to the entire community. In these terms, researchers and e-qo try to compete in all areas of production and application of best practices, concentrating their activities in specific areas of expertise and professional quality described below. They are actions which by their nature can not be promoted with naive spirit, but with the capacity for language and action imposed by the market.
